Madbouly gives instructions to prepare a motivating package to encourage the private sector to invest
in health and education sectors
Today, Prime Minister Dr. Mostafa Madbouly held a meeting to present ways to attract investments and
enhance private sector participation in the health and education sectors. Dr. Khaled Abdel Ghaffar, Minister
of Higher Education and Scientific Research, Counselor Mohamed Abdel Wahab, GAFI CEO, and Dr.
Muhammad Al-Sharqawi, Assistant of Minister of Higher Education and Scientific Research attended the
meeting.
At the beginning of the meeting, the Prime Minister indicated that the state is serious about developing an
integrated vision to encourage the private sector and increase its participation in economic activity. He
pointed to the recent instructions of President Abdel Fattah El-Sisi, President of the Republic, during the
Egyptian family ceremony to break the fast, regarding strengthening the role of the national private sector, presenting a number of incentives, and announcing a program for partnership with the private sector,
which contributes to increasing investments and providing job opportunities.
In the same context, Dr. Mostafa Madbouly stressed the importance of working to increase the participation
of the private sector in priority sectors, especially health and education, directing those concerned with
preparing a motivating package for the private sector aimed at encouraging local and foreign investment in
these two sectors.
For his part, Dr. Khaled Abdel Ghaffar referred to the ongoing coordination between the Ministry of Health
and Population and GAFI to offer motivating investment packages to the private sector to inject more
investments in the health sector. He noted that Egypt would need, over the next decade, to inject huge
investments in the field of medical care to maintain the health of a rapidly growing population. He said,
“Governments alone will not be able to bear this cost, and the capital and expertise of the private sector can
be used to ensure that citizens receive the needed health care.
The Minister added that the widespread of the health insurance, including the comprehensive health
insurance system introduced by the government, means an expansion in the market available to investors
in this field, in addition to leading to an increase in demand and thus an increase in the returns. Moreover,
he stated that the infrastructure projects and the new cities will in turn require the availability of medical
services, which leads to achieving a possible growth and pumping more investments. He pointed out that
the health sector in Egypt enjoys a promising future, and that it is one of the most important sectors
attracting investments in Egypt during the current stage and the next one.
Dr. Khaled Abdel Ghaffar pointed out that one of the most important elements promoting investment in
this sector is the large population base in Egypt, along with the comprehensive health insurance project that
is currently being carried out, in addition to the presence of the required medical competencies, and the low
cost compared to other countries.
During the meeting, a number of proposals were put forward to stimulate investment in the health sector,
which will contribute to increasing the number of beds and providing outstanding medical services,
especially through providing lands by the way of usufruct and engaging in partnerships with the private
sector with respect to the hospitals management to improve the quality and efficiency of the provided health
services and to promote the universal health coverage.
Other proposals were also put forward to stimulate investment in the fields of pre-university and university
education, which will contribute to absorbing the continuous increase in the number of students enrolled in
the educational institutions, improving the quality of education and linking it to the needs of various labor
markets, and keeping pace with the global developments in this regard.
