Egypt Rolls Out Pilot of Track License Portal: A Unified Investment Licensing e-Platform
In direct response to the directives of His Excellency President Abdel Fattah El-Sisi to establish a unified electronic platform that facilitates investors' access to licenses and approvals through a single, digitally advanced interface, the Ministry of Investment and Foreign Trade (MIFT) has launched the pilot phase of a unified investment licensing e-Platform named “Track Licence": https://tracklicence.gafi.gov.eg.
The platform was fully developed by the General Authority for Investment and Free Zones (GAFI) in collaboration with the Ministry of Communications and Information Technology (MCIT) and in partnership with all licensing authorities. This comes as part of the Government's broader efforts to build a more efficient, transparent, and attractive business environment for both local and foreign investors.
In this context, H.E. Eng. Hassan El-Khatib, Minister of Investment and Foreign Trade, stated that the platform marks a significant leap in Egypt's investment licensing system. It is the first unified digital window offering 389 services—including licenses, approvals, and permits—across 41 licensing authorities. The platform provides investors with advanced digital tools to obtain necessary approvals without the need to move between multiple government entities.
The Minister added that the platform currently supports electronic payment for 250 services in partnership with E-finance Co., and work is underway to enable payment for the remaining services in stages, as part of Egypt's comprehensive digital transformation strategy and its goal to streamline the investor journey.
Minister El-Khatib also emphasized that the platform goes beyond digitizing services—it represents a shift in how the government interacts with investors by offering a transparent, streamlined, and user-friendly digital pathway that builds investor trust. The platform is built upon key objectives. These include:
1) Consolidating all licensing process into a digital stop-shop;
2) Simplifying procedures via a user-friendly interface;
3) Issuing licenses within a maximum of 20 business days, pending complete application submission;
4) Enhancing transparency by clearly publishing all requirements and service fees in advance; and
5) Improving the investment environment by upgrading the quality of government services provided to the investor.
On his part, GAFI CEO, Mr. Hossam Heiba, explained that the platform offers a seamless digital experience that enables investors to obtain all necessary licenses and approvals without the need to visit different agencies. Key services provided by the platform include:
1) Access to all licenses, approvals, and permits required for carrying on business, full details on all required documents, fees, as well as information about the licensing authorities relevant to the service;
2) Electronic submission of applications and upload of required documents via the investor's account;
3) Secure online payment through an integrated payment gateway;
4) Real-time tracking of application status through all processing stages; and
5) Submission and follow-up of inquiries electronically.
Moreover, GAFI CEO clarified that the platform is designed to simplify the investor journey from the very first step, following a clear and connected process:
1) Registering and activating a new account using an email address; and
2) Accessing the personal dashboard, which allows users to:
o Search for the company and upload proof of representation and commercial registration;
o View past applications or start a new one;
o Upload documents and complete pending applications;
o Pay fees electronically; and
o Track application status which would appear as follows:
→ Application is being reviewed by GAFI.
→ Application is being reviewed by the licensing authorities.
→ Requested license is approved.
→ Pay service fee.
→ Additional steps required (site inspection, original document verification…etc.).
→ License is issued, either electronically or via Investor Service Centers (ISCs).
