GAFI Hosts Saudi Government Delegation to Explore Partnership Opportunities in the Construction and Building Sector

The General Authority for Investment and Free Zones (GAFI) hosted a Saudi investment delegation comprising representatives from the Ministry of Investment of Saudi Arabia (MISA) and the Saudi Ministry of Municipal and Rural Affairs & Housing (MoMRAH), as well as the Saudi Contractor Authority (SCA). The meeting was also attended by representatives of the Egyptian Federation for Construction & Building Contractors (EFCBC).

Mr. Hossam Heiba, GAFI CEO, affirmed the presence of numerous promising opportunities for investment cooperation between Egypt and Saudi Arabia. He noted that the construction sector has witnessed strong growth in both countries in recent years, in addition to untapped partnership potential across several African countries with which Egypt maintains historical, trade, and investment agreements—facilitating access to those markets.

Heiba emphasized that integration between Egyptian and Saudi construction companies consistently yields mutual benefits. While the rapid growth of the Saudi market has provided expansion and capacity-building opportunities for Egyptian firms, Egypt has also attracted substantial Saudi investment into its construction sector—characterized by sustainability, developmental impact, and a high local content rate. He added that African markets offer fertile ground for expanding this complementary partnership.

Mr. Mohammad Abdulrahman Abahussain, MISA Deputy Minister, stated that the newly signed investment protection agreement between Egypt and KSA is expected to have a profound impact on investment flows between the two nations. He also invited Mr. Heiba and the Egyptian business community to participate in the seventh edition of the Future Projects Forum, set to be held in Riyadh this coming September. The forum serves as a platform to showcase major Saudi projects and provides an opportunity for both sides to explore investment prospects.

Abahussain called for the development of a joint strategy to grow the construction sector in both countries, stressing the importance of investment cooperation.

He noted that alongside the significant developmental role of Saudi investments in Egypt, the Saudi Investment Promotion Authority (SIPA) has issued 7,000 investment licenses to Egyptian businesses in the Kingdom—creating over 80,000 job opportunities.

Eng. Mohamed Sami Saad, EFCBC Chairman, emphasized the promising potential for linking construction sector institutions in both countries with educational institutions. He noted that this connection would enhance human capital management—one of the key pillars of strength in the construction industry.
